there are problems with graceful / reload and fastcgi.

In detail : fastcgi processes won't reload / restart and may hang after reload.
Thats why we decided to let it start / stop as before.

Perhaps it will get better when we change to fcgid instead of fastcgi - but thats untested for now. Any volunteers Tongue ?
