There is QA in software development; but in my mind not necessary for ispCP Omega; in ispCP we should include it.

A good idea for translations would be a live translator like at the Roundcube Project. So everyone can easily optimize the language files and translate new variables.

Having many teams isn't a very good idea as people usually collaborate in more than one part of the code.
QA: Quality Assurance, it's implementation may differ from project to project but it is absolutely needed.

About locale translation:
now i translate locale to russian and http://translator.roundcube.net/ looks good and more usable. is it opensource/free ?

My PHP4 Installscript for Fedora Core 6 X86_64: configphp_opt_fedora_6_X86_64.zip
(The php-4.4.6.tar.bz2 file must be in the same folder like the script. After Script finished, cd php-4.4.6;make;make install)

That are few templates, few forms, tables and little bit MySQL. Shurly I can help.

I only don't know if realy a full new CMS is needet, because the webpage here stays good, and to write everything new would be a wrong way. But maybe can be the developer area completly separated of the public website, and so it would be no more problem to use two different CMS...

Well, it this case you are enough with typo3 (just for main content), and Track/Wiki for developer area. Just take a look on http://www.symfony-project.com to see how it's done.
