Maybe you have to see, if the webmailer runs with fastcgi or not.

If not, then the php.ini is in /etc/... somewhere - but then you also can control some php options in the .htaccess...

When i changed upload_max_filesize to 20MB the limit of webmail jump to 8MB, so to increase behind this, another variable must be changed, its post_max_size.
The file to change this values: /var/www/fcgi/master/php5/php.ini

Yes - there are three values to set - the minimum is the limit for the webmail.
