This file was missing, when assumed present by the
configs/gentoo/apache/Makefile.
The Makefile errored upon trying to copy the file to /etc/ispcp/apache/,
and didn't continue copying the other folders (backup, working, parts). These missing folders/files caused the setup to fail.
Now it should work. :)
