client webtools site overview misses awstats menu entry

Description

The overview site of the webtools misses the menu entry of the web statistics. But if you click on "protected areas", "group/user management", "error pages" or "daily backup" the menu entry appears.

Only happend when $cfgAWSTATS_ACTIVE? == "no". Patch added.

Try to reproduce with the following steps: 1. login as admin

2. switch to a client user

3. click on webtools

-- now you cannot see a nav entry for "Web statistics", not in the left menu, neither on the overview page.

4. click in the left nav on "protected areas"

-- now the menu entry for "Web statistics" appears in the left menu.

It seems that there is a problem in gui/client/webtools.php or in a template which is assoziated with gui/client/webtools.php.
