Webmail link in tools should be hidden if domain has no mail

When a user without mail in his plan accesses to the control panel he doesn't se e the EMAIL ACCOUNTS part in the menu on the top. But if the same user goes to WebTools? he can see the link to the Webmail. In the same menu_webtools.tpl there is a awstats that uses some conditions to display it or not.
