Ispcp ignores existing group id's

Description

When trying to add users via the control panel, ISP CP fails to check /etc/group for groups that already have the GID it's trying to set for the new user via the command: /usr/sbin/groupadd -g 2002 vu2002

Ie if /etc/group has: ftp:x:2002:

Then the user creation will fail.
