ispcp-httpd-logs-mngr crashes if logfile doesn't exist

Description

If a website hasn't been hit since it's been added, when the log manager runs, it will crash on that domains log copy.

This means that any other domains after it won't get logs copied until the next time it runs and the previous domains logs exist.

It's a rare case that a domain will be created and not hit, but if it happens this process breaks down.

Even worse, if you have sites that are perfect running (ie, don't have ANY errors getting written to the error log), then it will never make it past this site. :)
