I have suggestion to include Terms of Service in orderpanel, to include a contract, look like yahoo registration.

Meanwhile you can edit the header/footer templates and use javascript to prevent the form from being submitted if user didn't accept the terms.

Sorry, but I think no database changes will be made for 1.0.0
