Overwork the language system

Description

Currently you have 3 places to set the default language.

Two in the webinterface under admin/settings.php and admin/multilanguage.php. And one in /include/ispcp-lib.php.

With the new trunk the language change doesn't work anymore. It stays english no matter what you chose. Plus apparently you can't uninstall languages (except for english).
