[fedora anymaybe others] fastcgi_ispcp.conf not copied causes ispcp-setup to stop

Description

this may be other dists as well but tested in fedora

fastcgi_ispcp.conf is not being copied to /etc/ispcp/apache/working

this file is required for the setup complete

coping the file from the trunk and re-runing ispcp-setup resolves the issue
