problems with umlaut

Description

If you send mails from the panel (e.g. lost password, oder confirm), umlauts will not be shown.

e.g. René -> Ren&eacute

Since change to utf8 in the DB I didn't see theese problems anymore...

Can be moved to next RC - people should make some checks if the content is ok now... (important: they should use utf8 with ispcp DB...)
